  • 1928 had signed the Kellogg Briand pact; never make war again
  • Books in US against getting into WWI: manufacturers and banks made huge profits
  • ISOLATIONISM. 1935 Congress passes Neutrality Acts outlawed arms or loans to countries at war.
  • FDR ignores the Neut Acts when Japan invades China 2nd time
  • FDR gives Chicago "quarantine" speech. We need to quarantine aggressor nations
  • Then criticism has him back off…for now…
  • Franco in Spain; we only sent food and clothing…another totalitarian government

  • 1935 Nuremberg Laws stripped Jews of civil rights and property if they tried to leave Germany

  • Nazis against Communists, socialists, liberals, gypsies, Freemasons, and Jehovah’s Witnesses, homosexuals, mentally retarded, insane, disabled, incurably ill.

16.4 American Moves Toward War

  • FDR seeks amendment to Neutrality Acts—"Cash and Carry" provision
  • America saw France fall, Japan-Germany-Italy form the Axis powers
  • To avoid a 2-ocean war, FDR provided England
